Human Trafficking Fusion Center™

Together we are forging freedom™ across the United States. Join the movement!

The Human Trafficking Fusion Center transforms the current dynamic of uncoordinated reactive methods by combining and analyzing new and previously disparate datasets using subject matter expertise and AI technology to proactively identify previously unknown networks of human trafficking (HT). Our focus is to disrupt their ability to traffic humans and launder the proceeds, and to give enforcement agencies the tools and technology necessary to fight back.

Our team has decades of experience fighting human trafficking domestically and abroad in local and federal law enforcement, as well as providing direct support to survivors. We work with and for the anti-trafficking field, collaborating directly with survivors of sex and labor trafficking, current and former law enforcement, social service agencies, and policymakers.

As a field, we are only as strong as our collective power and capacity. The Human Trafficking Fusion Center aims to strengthen approaches across all local levels in the United States to create our national environment as one that is inhospitable to human trafficking.

Law enforcement should have the tools they need to stop traffickers. Social service agencies should be connected to investigative outcomes to ensure survivors are supported and empowered.

Services We Provide

Rs-service

HT Fusion Center analysts increase speed and efficacy of identification of traffickers, lightening the burden of already overloaded investigators. Our Strategic Analysis to Fight Exploitation (S.A.F.E.) intelligence analysis process helps you identify the exploiter faster.

Rs-service

We have over 4.5 million trafficking specific data points within the Fusion Center, and those data sets are updated daily. We also collaborate with external agencies who collectively share in an additional 20 million data points. We leverage our proprietary anti-trafficking data and analyze it against partner-shared data to build strong cases against traffickers that don’t need victim testimony to proceed.

Rs-service
We provide visual analysis support that helps you turn data into intelligence – illustrating links between suspects and evidence, identifying additional connections, and visualizing those networks and connections for your case report.
Rs-service
One of the most in-demand services of the HT Fusion Center is expert level, data-driven trainings for first responders to or direct disruptors of human trafficking situations. Our faculty have nearly a century of anti-trafficking experience, including as current and former law enforcement, survivor leaders, social service providers, and private sector experts. Our faculty have trained well over 7,000 investigators on national best practices for ending trafficking.
Rs-service
The ability to access real-time critical information and more nuanced, longer-term training from both colleagues and experts in the field is a unique role that our Forging Freedom portal will play in transforming how law enforcement collaborate and learn from each other. In turn, this will transform how law enforcement jurisdictions across states and surrounding regions systematically tackle human trafficking networks.

We use current data security best practices for data collection and data sharing.

Building Strong
Trafficking Cases

  • Quick, expert intelligence analysis support targeting traffickers and exploiters.
  • Curated, proprietary data, and analysis processes to help prove your cases.
  • Objective and circumstantial evidence to supplement tips and minimize dependence on victim testimony.
  • Expert advisors and support to create reports formatted to prove your case to supervisors and prosecutors, and ultimately judges and juries.
  • "Excellent material overall. I wish I had been in a 4-day class so I could participate in the multi-day working portion where investigators bring case materials to put together their case with expert faculty oversight."
    Client Image
  • "Hands on exercises were excellent. So much amazing material - thank you! I would definitely have my LE attend any future trainings!"

    Client Image
  • "Wonderful training. It is not often that I am able to stay engaged and learn so much during a training. Very useful content - the speakers clearly know what they are training. Would love to have another class with you."

    Client Image
  • "Training was very informative and interactive. Hands on training activity is great to get comfortable with different OSINT sources. Having a survivor speak is also very impactful. Thank you!"

    Client Image
  • "I absolutely loved the training. Seriously was one of (and probably, THE) best trainings that I ever had. Very informative. You instructors were very charismatic and knowledgeable. Great job!"

    Client Image
  • "One of the more informative courses I've taken. Excellent content and very good presentation."

    Client Image
  • "Instructors collaborate great together, excellent training! Enjoyed open-source information and technology sections."

    Client Image
  • This training was one of the best I have attended. I was able to use what I learned in prosecuting a labor trafficking case soon after having attended the institute and we continue to put lessons learned to use in investigating and prosecuting illicit massage parlor trafficking cases. The lessons learned concerning cultural and trauma-informed breakthroughs were invaluable.

    Client Image
  • Their model of training is inclusive of industry experts, and really helped give the people in attendance access to firsthand knowledge from survivors, service providers, law enforcement officers, and prosecutors. Their interactive exercises helped us apply the lessons to the reality of our jobs. And their style of facilitating conversation from people in attendance really helped us learn from each other.

  • There are a number of organizations which conduct training in the areas of human trafficking and I have both been invited to and attended a number of different classes. The difference with Collective Liberty is their training class is well organized, acutely focused on the specific issues and offers practical-realistic solutions on how to combat human trafficking issues throughout our cities. This is the best, most useful training I have attended in my career.

    Client Image
  • This was good information as a prosecutor, but great information on a personal level to know what to look for.

    Client Image
  • This is very informative and information that I wish everyone in country could have it. Very informative and helpful information regarding trafficking. I hope to see more presentations, such as how to safety identify trafficking victims and providing them with information for support services prior to law enforcement involvement.

    Client Image
  • The human trafficking class was amazing. The presenters kept the class alive - Please, bring them back!

    Client Image
  • Short of swat, this was the most useful training I've had in 22 years of law enforcement. Excellent job!

    Client Image
  • Awesome training! Now I just have to figure out how to get my agency to allow me to do some of these things!

    Client Image
  • Great job today! I learned so much it is insane. I usually hate role play but today's was helpful. Thank you!

    Client Image
  • The scenarios helped me tremendously. I was forced to think about how I would actually speak to a victim.

    Client Image
  • “The information from Collective Liberty has been accurate, precise, and is provided in real-time, assisting with locating possible traffickers and high-frequency buyers. Collective Liberty has also helped in identifying repeat offenders.”

    Client Image
  •  “This expert level of training on human trafficking goes well beyond any standard of training… They are unequivocally setting the standard by which trafficking investigations should occur.”

    Client Image
  •  “The most comprehensive intelligence package on commercial front sex trafficking in Illicit Massage Businesses in the United States.”

    Client Image
  • “I LOVE the way you format your intel reports. I've worked with fusion centers for years, and they just send 50 pages of data. You help build the connections across the data points, and I can just move on to the next case while you work your magic. Collaborating with you helps me work on many more cases at once than I would be able to otherwise. Thank you so much - you've got a loyal partnership in me.”

    Client Image
  •  “[Rochelle Keyhan's] track record in training law and code enforcement to build victim-centered anti-trafficking cases is unparalleled.”

    Client Image
  • "Dude this is f****** crazy! I didn't know we would be able to do this with intel. Now we don't even really have to work undercover cases because we can build it all beforehand."

    Client Image
  • This training was highly useful to me as an investigator. Thanks!
