Rochelle Keyhan headshot

Rochelle Keyhan

CEO & Founder

Rochelle Keyhan is the CEO of Collective Liberty, leading efforts to eradicate human trafficking through innovative, data-driven strategies. Her expertise stems from six years as a Philadelphia prosecutor specializing in gender-based violent crimes, where she became a recognized authority in criminal justice. As an Assistant District Attorney, she played a key role in securing convictions in the city’s first two human trafficking trials.

Rochelle later directed Polaris’s Disruption Strategies department, designing initiatives to dismantle trafficking networks nationwide, solidifying her leadership in the anti-trafficking movement. A first-generation Iranian-American, she co-founded Feminist Public Works and HollabackPHILLY. Her mission-driven work has earned awards like the Thomson Reuters Stop Slavery Hero Award and IAFCI Cyber Crime Investigator of the Year.

Caroline Bruff

Senior Intelligence Analysis

Caroline Bruff is a Senior Intelligence Analyst at Collective Liberty, where she leads efforts to organize and compile human trafficking data, providing actionable intelligence insights. She holds a Master’s degree in International Affairs from the Bush School of Government and Public Service.

Before joining Collective Liberty, Caroline served as a Criminal Intelligence Analyst on the Organized Crime Unit at the Texas Department of Public Safety, where she pioneered the state’s first criminal counterintelligence program. She then transitioned to the private sector as an intelligence analyst, where she played a key role in building an intelligence program and overseeing a team of analysts at a leading cybersecurity company in Silicon Valley.

Gabrielle Massey

Founding Board Member

Gabrielle Massey is a prosecutor in the major crimes division of the Texas Attorney General’s office in Austin, specializing in sexually violent crimes against women and children across Texas. Before this role, Gabby served over seven years as a felony prosecutor with the McLennan County District Attorney’s Office in Waco, where she became the first chief prosecutor of the Special Victims Unit. She handled human trafficking cases, child sexual abuse, serious bodily injury to child victims, and felony family violence cases, while also supervising civil attorneys in child protective services and protective orders.

Gabby has prosecuted over 100 felony trials, including McLennan County’s first human trafficking jury trial. Before her prosecution career, she was a criminal defense attorney in the Dallas/Fort Worth area for five years. Gabby also trains Texas prosecutors, law enforcement, victim assistance providers, and NGOs on child abuse, human trafficking, and family violence, and has trained internationally, including a weeklong session in Mongolia on prosecuting human trafficking.

Detective Joseph Scaramucci

Founding Board Member

Detective Joseph Scaramucci is a nationally recognized expert on human trafficking investigations. Since 2014, he has conducted operations leading to the arrest of over 120 traffickers and the recovery of 200 victims, as well as training hundreds of agencies across the U.S. and Canada. As a Task Force Officer with HSI, he has led state and federal investigations and consults to support anti-trafficking efforts.

Allison Franklin

Founding Board Member

A dedicated Survivor Leader, Allison Franklin previously served as the Hogg Foundation for Mental Health Peer Policy Fellow for TCJC. She has extensive experience advocating for survivors of all forms of sexual exploitation, and for solutions to systemic practices that fuel oppression and stigma. Allison is an accomplished speaker, addressing sex trafficking and sexual exploitation accompanied by drug abuse, mental health, and intersections with the criminal justice system.
